Saudi Arabia Breaks 45-Year Taboo With Veiled Threat to Use Oil as a Weapon

(Bloomberg) -- For 45 years, it’s been considered out of bounds for Saudi Arabia. But all of a sudden, Riyadh made what many read as a veiled threat to use the kingdom’s oil wealth as a political weapon -- something unheard of since the 1973 Arab embargo that triggered the first oil crisis.

Saudi Arabia, the world’s biggest oil exporter, said on Sunday it would retaliate against any punitive measures linked to the disappearance of Washington Post columnist Jamal Khashoggi with even “stronger ones." In an implicit reference to the kingdom’s petroleum wealth, the statement noted the Saudi economy “has an influential and vital role in the global economy.”

Roger Diwan, a longstanding OPEC watcher at consultant IHS Markit Ltd., said the Saudi comments broke “an essential oil market taboo.”

While few think that Saudi Arabia is prepared to follow through, even the suggestion of using oil as a weapon undermines Riyadh’s long-standing effort to project itself as a force for economic stability. Jeffrey Currie, the head of commodities research at Goldman Sachs Inc., said Middle East tensions impacting the oil market have now "broadened to include Saudi Arabia."

The anxieties were exacerbated by an opinion piece penned by Turki Al Dakhil, who heads the state-owned Arabiya news network and is close to the Royal Court, in which he openly talked about using oil as a weapon.

“If President Trump was angered by $80 oil, nobody should rule out the price jumping to $100 and $200 a barrel or maybe double that figure,” he wrote.

The Saudi embassy in Washington later said Al Dakhil didn’t represent the official position of the kingdom and Saudi officials, speaking privately, said there wasn’t a change in the long-held policy that oil and politics don’t mix. On Monday, Khalid Al-Falih, the Saudi energy minister, used a speech in India to soothe concerns, pledging his country will continue to be a responsible actor and keep oil markets stable.

"I want to assure markets and petroleum consumers around the world that we want to continue support the growth of the global economy, the prosperity of consumers around the world," Al Falih said.

Yet the fact that the Arabiya article was published only minutes after Saudi Arabia’s press release was issued led many to conclude it was either a message conveyed outside diplomatic channels or a trial balloon that quickly went flat.

Oil rose in early trading, with Brent crude, the global benchmark, rising as much 2 percent to $81.92 a barrel. Prices later pared gained as concerns about global growth hit global equity markets.

Saudi Arabia also said it’s begun an internal investigation into the disappearance Khashoggi at its Istanbul consulate and could hold people accountable if the evidence warrants it, according to a Saudi official.

Whatever the Saudi leadership intended with it Sunday statement, it broke with the kingdom’s diplomatic orthodoxy: oil and politics are separate.

For example, during a recent diplomatic spat with Canada, Al-Falih reiterated the kingdom had a "firm and long-standing policy" that petroleum exporters are not mixed with political considerations. Saudi state-owned company Aramco continued to supply a refinery in Canada despite Riyadh severing most other economic links.

While the mere hint of Saudi Arabia using oil as an economic weapon still brings back memories of queues at the pump and stagflation in the Western world, there are good reasons why Saudi Arabia hasn’t wanted to brandish oil-market power as a political tool. Essentially, it has lots in common with another relic of the 1970s: the Cold War doctrine of mutually assured destruction.

True, Riyadh can bring the global economy to its knees in the short-term by cutting output and sending prices sharply up. The kingdom pumps one-in-ten oil barrels produced worldwide, and holds nearly all the spare capacity available to respond to any supply outage. Even just hinting that it won’t replace the barrels lost from Iran due to U.S. sanctions could be enough to push prices toward $100 a barrel.

But if the Saudis retaliate using oil, it would lead to “calamity,” said Stephen Innes, Singapore-based head of Asia Pacific trading at Oanda Corp. “This would be so destabilizing for global markets that it would make the current trade tensions between the U.S. and China look like a game of Axis & Allies.”

Over the medium-term it would lead to massive oil demand destruction and an accelerated race into renewable energy and electric cars. The 1973-74 embargo, and the second oil crisis in 1979, destroyed oil demand for ever as industrialized countries taxed gasoline and diesel and embarked on conservation policies. Oil consumption is lower today than in 1974 in Germany, Japan, France, Italy and the United Kingdom.

It's been claimed they do, we still haven't seen any evidence. They could have floated that out there to get the Saudi's nervous and perhaps closer to being truthful.

I hope they do have video and audio because there will be no excuse for continuing to baby KSA.

No reason the shithole states can't be converted into nuclear generating powerhouses. They get fucking 0 weather in some of these places. Avoid: earthquake/tsunami, hurricane, and tornado zones. Store waste underground in newly-constructed silos.

Pros: medical isotopes, research isotopes, jobs in the shitholes, less reliance on people who want to destroy your way of life, cleanest form of energy
Cons: waste, the GOP would likely get their uranium from Russia instead of Canada for some reason.

Seriously though I've genuinely been wondering why they didn't just shove nuclear plants where the coal mines used to be 20 years ago. You end up with cleaner power, a better trained workforce and better paying jobs. Win win for everyone except if you just really hate the midwest

The kingdom will reportedly deflect responsibility for the death away from Crown Prince Mohammed bin Salman by saying Khashoggi's death was "unintentional" and the result of a "botched operation" by Saudi agents who were not authorized by the government's top authorities, two sources told CNN.

Putting your generating capacity far from where most of the load is doesn't work well. It's a lot cheaper to build closer, and most nuclear engineers don't want to move to some decrepit mining town in the rust belt.

Could easily supply the great lakes area though. Assuming they're still on fossil fuels save for the Niagara region

Plus people go where the work is. Fort McMurray and NWT recruit pretty well

+ isn't nuclear power such high ______ wattage / amperage that it has to be routed to far away areas to be used efficiently? Like Lepreau is sold to Maine and edit: nvm Muskrat Falls is hydro, but same idea I guess. generating massive amounts of power means you must have to ship it elsewhere?

Nuclear is probably one of if not the best sources of energy that we currently have right now if done properly. The problem is that when not done properly it causes problems and that's why it gets the stigma. It's because greedy fucks will cut corners making the place not safe years from when it's built and won't dispose of waste properly.

There has been a proposal to store properly store waste from nuclear power plants out in the uninhabited desert (federalmland) in Nevada. Politicians from Nevada (both goo and democrat) have blocked it for the last 50 years

She's younger than Trump, who she'd be running against. Bernie is too old and beyond that, why would you run them together? You gotta pair one of them with a more moderate establishment type.

She's younger than Trump, who she'd be running against. Bernie is too old and beyond that, why would you run them together? You gotta pair one of them with a more moderate establishment type.

She'll be 71 in two years. I really don't want anymore senior citizens running the country. Whoever the Dem candidate is has to be under 60 IMO.

There was no public mention of any new Saudi explanation of Khashoggi's disappearance. CNN's sources say Saudi Arabia will contend that the Washington Post columnist died when an interrogation went awry.

Turkey's President Recep Tayyip Erdogan said Turkish officials, who searched the consulate for nine hours on Monday, are looking into "toxic" and "painted over material" as part of their investigation. "My hope is that we can reach conclusions that will give us a reasonable opinion as soon as possible, because the investigation is looking into many things such as toxic materials and those materials being removed by painting them over," Erdogan told reporters.

Iran was involved in the capture and transfer of individuals subjected to CIA secret detention. In March 2002, the Iranian government transferred fifteen individuals to the government of Afghanistan, which in turn transferred ten of these individuals to the U.S. government. At least six of those transferred to U.S. custody were held in secret CIA detention in Afghanistan. These six individuals included Hussein Almerfedi, Tawfik al-Bihani, Wesam Abdulrahman Ahmed al-Deemawi (Wassam al-Ourdoni), Rafiq al-Hami, Walid Shahir al-Qadasi, and Aminullah Baryalai Tukhi.

Iran’s transfer occurred as part of a detainee exchange. Because the hand-over happened soon after the U.S. invasion of Afghanistan, Iran was aware that the United States would have effective control over any detainees handed over to Afghan authorities. Amin al-Yafia, another individual believed to have been captured in Iran, in 2002, may have been subsequently held in CIA custody. Yafia’s whereabouts are unknown. See the detainee list in Section IV.

There are no known judicial cases or investigations in Iran relating to its participation in CIA secret detention and extraordinary rendition operations.

The section on Syria is disturbing. That government's record of horrific abuses has spilled out into the open since the uprising of 2011 became a civil war, with more Syrians subjected to – and speaking out about – a torture regime that sounds as if it were from another century. According to a 2005 article by the New Yorker's Jane Mayer, quoted in the report, Syria was one of the "most common destinations for rendered suspects." Government forces, according to the report, held some U.S.-provided detainees in a prison known as "The Grave" for its coffin-sized cells and subjected them to "torture involving a chair frame used to stretch the spine (the 'German chair') and beatings."
