recommendations

budget is tight (he's still a student)

Don't get a Toshiba. It's a bad brand made worse with how much hassle it is to clean up. Too much disassembly required.

They're hard to beat for the money though. Just about every week, Staples of Best Buy has a Toshiba or ASUS laptop in the $350 range that are great. You just have to remove all the OEM crapware.

I just bought an Acer for $400. Big performance. Just took me a while to take off the incredible amount of software crap and ads that are in it.

Old Thinkpads were great. Lastest one I tried is a bit of crap. Definitely lighter than the old ones, but they ruined the keyboard & mouse combination, which used to be near perfect. Unbelievable.

It's cheap for a bad reason.

A decent laptop only needs a good SSD for the main drive, 4-8 GB RAM with capacity to add more, i5 or i7, and a standard graphics card. That should be doable for $500 or so on a sale. Not astronomically more expensive.
